making appropriations for the operating and loan program expenses              
of state government, for certain programs, and to capitalize funds;            
and providing for an effective date was read the second time.                  
                                                                               
Senator Pearce moved and asked unanimous consent for the adoption              
of the Finance Senate Committee Substitute offered on page 3516.               
Senator Duncan objected.                                                       
                                                                               
Senator Pearce called the Senate. The call was satisfied.

funds; making appropriations under art. IX, sec. 17(c), Constitution           
of the State of Alaska, from the constitutional budget reserve fund;           
and providing for an effective date was adopted and read the second
